Amazon FBA freight forwarder rankings sit on the thinnest competitive field SeaRates has measured, and the metric that decides an FBA shipment is the one nobody publishes. What the sweep of 9 pages found:

  • The whole field is nine pages. 9 pages of 120 words or more compete for all 22 queries in the cluster, and a single URL ranks for every one of them — published by a forwarder selling the service it ranks.
  • The field sells tracking; the part that actually breaks is the appointment. 8 pages of the 9 offer tracking or visibility, and 4 pages mention the fulfilment-centre delivery appointment at all.
  • Amazon is never the importer of record for seller inventory. A foreign seller needs a US entity or a service arrangement instead, and 2 pages of the 9 raise the question.
  • Two filings decide whether the goods move, and almost nobody names them. 1 page of the 9 names Importer Security Filing and 2 pages name the customs bond, which is sized at 10% of the previous year's duties with a $50,000 minimum.
  • The ocean licence is free to check and goes unchecked. 2 pages of the 9 say a forwarder is FMC-licensed, none prints the licence number, and 1 page tells the reader to check it.
  • SeaRates publishes no score here either. First-window acceptance at a fulfilment centre and a rate spread are the two rows that would separate an FBA forwarder from a competent general one, and neither is published by anyone, this vendor field included.

What makes an FBA shipment different from an import

Amazon FBA freight forwarder rankings rarely explain the part that actually breaks: a shipment to a fulfilment centre is not a normal import with a different address. All nine pages cover the mechanics, which is the highest topical coverage SeaRates has measured in any ranking cluster.

FBA freight is accepted or refused on three constraints, and 8 of 9 pages in the corpus cover at least one of them:

  • The inbound plan. Goods must arrive against a plan created in Seller Central, carrying its shipment ID and FNSKU labelling. Cartons without correct labels are refused or charged for relabelling.
  • The delivery appointment. Fulfilment centres accept freight in booked windows. A missed window sends the truck away, and the container sits accruing storage while a new slot is found.
  • Carton and pallet rules. Weight limits, labelling placement and pallet configuration are specified by Amazon, and non-compliant freight is rejected at the door rather than at the border.

Freight forwarders without FBA experience clear customs correctly and then discover the appointment system. A seller comparing quotes should ask how many fulfilment centre deliveries the company booked last month — the answer is either a number or a change of subject. Sellers shipping less than a full container land in a different market again: how consolidators price cargo by the cubic metre reads the 23 pages ranking for it, and none shows a method.

Sellers consolidating into a shared box hit the same weight-or-measure rule as any other LCL shipper, and where the LCL saving disappears puts the crossover at 13-15 CBM.

Freight forwarders here sell tracking nearly universally while a third of the field raises the appointment, which is the wrong way round: a container whose position is visible on a dashboard and whose delivery window was never booked is a container accruing storage in full view.

Who is the importer, and why Amazon will not be

Freight forwarders raise importer of record on 2 of the 9 pages measured, which puts it level with the FMC licence and with the customs bond and leaves seven pages of the nine silent on who is named on the entry. Amazon does not act as importer of record for seller inventory, and freight consigned to a fulfilment centre as importer will not be accepted.

A foreign seller therefore needs one of two things: a US legal entity able to act as importer of record, or a service arrangement where a broker or forwarder takes that role for the entry. Only 2 of the 9 pages measured say so. The choice decides who holds the customs bond, who receives CBP correspondence, and who is liable if a declaration is later found wrong.

Freight forwarders selling DDP return the same question in a sharper form. A DDP quote means somebody else files the entry and pays the duty, and if the seller never sees the entry number, the declared value and the HTS code are outside its control while the liability may not be. Most FBA cargo starts in China, and who files the entry on a DDP shipment puts the same question to the 31 pages ranking on that lane.

The forwarder service arrangement in the middle row is the one that needs a written answer before booking, because the entry number, the declared value and the HTS code all sit inside it.

The filings that happen before anything reaches a warehouse

Freight forwarders file Importer Security Filing for US-bound ocean cargo, a requirement in force since 26 January 2009, and it is filed before the container is loaded at origin rather than on arrival. Late or missing filings bring monetary penalties, increased examination and delay — all of which land on the inbound plan.

The customs bond an FBA importer needs is sized on last year's activity: 10% of duties, taxes and fees paid over the previous 12 months, rounded up to the nearest $10,000, with a $50,000 minimum. A seller whose volume or duty rate rose during the year can find the bond insufficient and the goods held while it is increased.

Amazon FBA freight forwarder rankings barely mention either filing: 1 page of the 9 names Importer Security Filing and 2 pages name the customs bond, with a single page covering both. An earlier count of zero was corrected on 07/28/2026 by re-reading the corpus page by page — forwarderone.com states the ISF deadline and offers bond management, and junglescout.com explains what the bond secures. Both are answerable by asking the forwarder which entity files what, and both are the seller's problem when the answer turns out to be nobody. Which gateway the container clears through changes the cost behind both filings, and the clock at the terminal is the part that moves fastest: how many free days a US import container gets, and what day six costs prices it by carrier and terminal.

Two of nine pages say a forwarder is FMC-licensed, none prints the licence number, and one tells the reader to check registration numbers rather than publishing a check of its own. Freight forwarders arranging ocean carriage into the United States are licensed by the Federal Maritime Commission; the registry held 3,273 forwarder records and 9,030 NVOCC records when SeaRates read it on 07/26/2026, and the NVOCC list mixes licensed operators with registered foreign ones.
